Turning Distributed Builds ON (ignoring a ppc / i386 "Incompatibility" warning in this panel) (1) actually does distribute builds (the warning is evidently spurious) and (2) eliminates the long lag time (30-45 seconds) opening projects. So this was indeed a variant of the localhost bug, masked by another bug. These things happen.
