Hi
it looks like I fixed that problem
I moved folder DocSets from the folder /Developer/Documentation to
the different location
after that Xcode opened Documentation window with all docsets grayed out
so I installed them (pressed button GET)
Xcode installed documentation into the different location:
/Library/Developer/Shared/Documentation
here is what I noticed
in old doc folder permissions for docSet files are:
-rw-rw-r-- 1 _devdocs wheel 43810816 Aug 31 21:32 docSet.dsidx
-rw-r--r-- 1 dima _devdocs 44020528 Feb 18 12:51 docSet.dsidx-
journal
-rw-rw-r-- 1 _devdocs wheel 32833536 Aug 31 21:24 docSet.skidx
but for newly installed I got
-rw-r--r--@ 1 _devdocs _devdocs 43933696 Dec 17 21:45 docSet.dsidx
-rw-r--r--@ 1 _devdocs _devdocs 27525120 Dec 17 21:45 docSet.skidx
also previously I had
com.apple.ADC_Reference_Library.DeveloperTools.docset folder
but new name is com.apple.ADC_Reference_Library.XcodeReference.docset
as you can see old files don't have any metadata and group is wheel
is it a problem?

thank you very much
here is a bug ID
Bug ID# 5749914
but maybe you have some workaround?
also I didn't install anything on that computer since yesterday
and it did work yesterday (at least around 11 pm it worked fine)
just for the record
here is a stack you asked

We have a guess as to the cause, but it would help greatly if you
file a bug, and in particular if you can include a stack trace of
what is occurring when this timeout happens.
