So, what is the difference between select (once) a tab (without
white-background tab area) and select again a tab (with white-
background tab area) besides the fact that the tab can be reordered
or not.
The editing context in Interface Builder is always 'in' some object,
and has either that object selected, or some subset of its children.
With the first click, you were in the tab view, with the tab view item
selected. With the second click, you went in to the tab view item, but
didn't select a child of the tab view item, and so the selection
defaulted to the edited tab view item. While inside of a tab view
item, you could have selected the tab view item's view, but that's
something that's usually easiest to do from the document outline view.

In IB 2.0 there was a left right arrow button in the inspector to
reorder tabs. I don't see that anymore!
