The iPhone SDK package is several weeks older than the Xcode 3.1-only package. They just haven't updated it since Xcode 3.1 was released last week.


Hint: Generally when a reputable engineer (or organization) does something that doesn't seem to make sense, there's actually a reason behind it. The reason or response may be suboptimal, but it's usually not a matter of just not being "smart enough". (This is related to the principle that other people's bugs are always 'trivial' or 'stupid' while one's own bugs are 'tricky' or 'subtle'.)
