IB won't launch

I just installed XCode 3.1. Now IB won't launch. It gives me this error:

Interface Builder could not load the 'Cocoa' plug-in because an exception was raised.

Exception name: NSInternalInconsistencyException Reason: error during SQL execution : The database operation timed out after 30.00 seconds.

The failure occurs both when trying to open a nib from XCode, and when launching from the dock.

How do I get past this?

I apologize if this posts twice. I send one a couple hours ago and it hasn't appeared on the list.
