IB won't launch

This is the error I get:

Interface Builder could not load the 'Cocoa' plug-in because an exception was raised.

Exception name: NSInternalInconsistencyException Reason: error during SQL execution : The database operation timed out after 30.01 seconds.

I just installed XCode 3.1.

How do I get past this?
