Did you try placing them in ~/Library/Application
Support/Developer/3.1/Xcode/Scripts?

I believe also if you place items in ~/Library/Application
Support/Developer/Shared/Xcode/Scripts, they will be available across
different versions.

(I wish I could point you to the right place in the Xcode
documentation.  Maybe the release notes?)
