Am I missing something, or is this just not implemented in Xcode 3?

I can't reproduce that problem, for me it seems to work as you
suggest: Hitting Cmd+Alt+F moves the focus to the search field,
without making changes to the selection in either the sidebar or the
scope bar. Could it be that you have modified your Key Bindings in the
preference panel? Does it work if you invoke it from the menu bar:
"View > Detail"?
Please file a bug report if you know of a way to reproduce this problem.
