Trouble Creating a New IBPalette Project

Using Xcode 2.5 on Leopard, I'm trying to create a new empty project of type "IBPalette" but it is not showing up as an option under in the "Standard Apple Plug-ins" new project template list. All the other standard project templates show, but not "IBPalette." If you've got a solution for me, I would appreciate it. Thanks.
