Is it "safe" to install over the top of an older Xcode install (for instance from 2.5 to 3.0 with the default location of /Developer) or is it recommended to uninstall older installs prior to upgrading?

It is necessary to uninstall when installing an older version to replace a newer one.

It is generally safe to install a newer version over an older version.

With Xcode 2.5 and later, you can always install a newer version alongside an older one without either removing or overwriting it.
