I had the same problem, I went to the keychain and told it to make Xcode request usage of the password for connect.apple.com. When Xcode asked to use the keychain I allowed it... it failed. I quit Xcode. I tried again and when Xcode asked for permission to use the password I did not allow, Xcode asked me to enter account and password again. I entered the account name and password as in the keychain and it worked. After the first Doc Set I restarted Xcode, it again asked permission and I allowed this time and it appears to be working for the remaining documents. Do not post admin requests to the list.
