Xcode 3.1(beta) documentation update woes

When I first updated to Xcode 3.0, I had trouble getting updates due
to some issue with my KeyChain entry for connect.apple.com. Somehow I
fixed it and updates worked fine.
I just updated to Xcode 3.1(Beta), and now I cannot get the "Core
Library" to update.
I look in /Developer/Documentation/docsets and see the following:

When I open the Xcode documentation window (using menu item under
help), I see a "!" character in a circle next too "Core Library". So
I click it, I get a spinning wait control, and then a NSError panel
with this message "Failed to download documentation: Documentation
package was not found on server. Refresh the documentation feeds to
get the latest information." [For completeness, I tried to getthe
Java Library and got the same message.]
So, I think I am having the same problems as before. After fussing
around with the KeyChain item, I finally just delete both entries.
Xcode does some caching, so I quit and restart Xcode, and when I open
the documentation window it prompts me for name/password to get the
documentation. I enter them but get the same failure.
Drilling down, I do a get-info on Core Library, and see the Feed URL:
http://developer.apple.com/rss/adcdocsets.atom OK, if I cannot do it
automatically I'll just do it by hand. [Quit and restart Safari, then
open a new window, paste in the above, and voila, I get a window with
the various docsets listed along with a "basicAuthGetSoftware" text
button. This looks promising, so I click on that. Now, I get another
name/password panel, I enter my info, and I get a page saying Access
Denied (with a "P1" error.) At least this is consistent behavior, but
why does this not work?
So, you say my connect.apple.com name/password is no good, right?
Then why can I still go directly to connect.apple.com, with the same
name/password, and download items at will? The KeyChain items with
connect.apple.com must be the valid entries for Xcode and Safari,
since when removed both apps prompt for them, and if I check the
"save" box in the panel, an entry does get made for connect.apple.com
in the KeyChain.
What is maddening about the current state of affairs is that even
though there is a docset on my system for Core Reference, Xcode
doesn't like it, so when I try to actually view some reference page,
I get a Safari window with the relevant page as downloaded from
developer.apple.com [this behavior was referenced in an earlier
thread.]
