You have installed 3.0 ore previous version and a newer one. Do a
clean install of your desire version and that all.

Yes, I see this quite often with 3.1, especially if I click on some
menu items (help, project etc.). My project is only Objective-C, so
I don't think the mix has anything to do with it. I get it more for
a framework project than for an application project. 3.1 is still
beta, so I attributed these issues to that.
