Ah. It sounds like things work for you on your desktop, but not for
your build engineer on a different machine. If that's the case, then
the build engineer needs to follow the instructions at http://developer.apple.com/releasenotes/DevelopmentEnvironments/RN-InterfaceBuilder311/index.html
on the build machine.
Alternatively, he could use a copy of your
com.apple.InterfaceBuilder3, and com.apple.ibtool preferences.
