As I recall, one of the problems is that there's more than
one consensus on how it "should" work, and the straight
preference settings don't quite allow people to do a simple
menu select amongst the different common practices, but still
leave a lot of flexibility by allowing us to select and/or
set various details of the behavior. But some of the
changes that were made a couple minor releases ago
to make it work better for those of one school broke it
for adherents to the other schools.
File a bugreport saying precisely how you want it to be able
to work for you, and giving a couple examples of how things
"should" be indented
