It depends on what was left behind in /Developer/Documentation. If
there's nothing in it or there are doc sets that were installed by the
Apple installer, then it's a bug in the uninstaller. If you installed
third-party documentation and the Apple uninstaller declined to delete
it, then it's a feature.
