Internal error occurred while creating dependency graph

A while back I tried 3.0 or 3.1 and got this error every time I tried to build:

Internal error occurred while creating dependency graph: *** - [NSCFArray insertObject:atIndex:]: attempt to insert nil

Switching to another config and back to my Debug config would solve the problem. It's still happening in the 3.1.1 beta. We'll be sticking with 2.5 until all the 3.x bugs and slowness have been fixed.

So is this a well-known problem and has the Xcode team been scrambling to fix it ever since it first appeared in 2007? Or should I report it again? I mentioned it in radar://5583305.
