Perhaps Apple should allow reporters to mark their bugs as "publicly viewable," indicating that submitters of duplicates should be able to see the publicly viewable bugs in the duplicate list. This would sidestep any secrecy concerns Apple might have.

I seriously doubt that that's the reason bug reports are not public. It's far more likely that they don't want security concerns being noted in a public database until they are fixed. (Or other embarrassing bugs.)

If I report an bug, I'm aware of it.

When it's an duplicate, the way it currently is, I just lost my time, in reality I probably wont pester ADC continuously with the original ID to see if the original bug has any workaround suggestions or status change.

The idea is to give "original reporters" the option to share resolutions / workarounds with duplicate reporters when there is nothing private ("here you get the SuperFoo source to reproduce")
