Try setting LD to ld_classic for your 10.3 builds.

That make me think about another project that I can't build with XCode 3 on Leopard.

The linker return this strange error:
ld: scattered reloc r_address too large

By googling it I found that "it seems to be related to a relative relocation address being bigger than 24 bits".

Once again, there is no problem with Xcode 2.5 on Leopard.

I've had numerous problems maintaining Panther compatibility and I
have a strong suspicion that it's the linker that's at fault, not gcc.
I believe the linker was radically changed in Leopard. I'm sure I've
reported some of the problems to Apple.


Anyway, that could explain the differences between Xcode 2.5 and Xcode
3 that you're seeing.
