Usually, yes.
However the Xcode 2.5 and 3.0 SDKs for 10.4 and 10.5 are incompatible to some really old 10.4 installations if you use the QuickTime.framework,
you need to use up the Xcode 2.4 SDK for 10.4 in that case.
