Let application ask if I want to use a certain NIC

I am planning to write a small app that will send a lot of data to a server over the web. Since a lot of people will use this application while traveling - thus having to pay a lot of money for 3g datatransfers, I want to give them the option to only send data when they are connected via WLAN or EtherNet. Is there anyone who knows if it is possible to:
A - Stop my application from using a tethered iPhone, although the iPhone can be used by other apps such as Safari?
or
B - Have my app ask the user if he really wants to the tethered iPhone to be used for sending data - since this can be quite costly.

Any hints would be much appreciated.
