Looks like I was too sleepy when I installed the 3.1.2 upgrade...
Apparently I missed the fact that it didn't list the iPhone SDK as
part of the install - whoops! Still doesn't explain the IB error
message. It should have said something like, "This xib file only
works for iPhone projects. You do not have the iPhone SDK installed."

Does anyone else have a problem with xib files in IB after
updating to 3.1.2 (from 3.1)? The dialog says (and I quote) "the
document "SimpleViewViewController.xib" could not be opened.
Interface Builder cannot open files of this type." when I double-
click on the above file in the Finder.
What?!? Why would Apple let something so obviously wrong out the
door? I would think they use the .xib file format themselves in
their own projects - that error should have stopped (their
development projects) cold.
The "iPhone" projects also disappeared, even though 3.1 had them.
What gives? While I can (temporarily) deal with not doing iPhone
stuff (I'm doing stuff in Java right now), the loss of .xib files
is killer for regular OS X stuff.
Gaaa.....
