IB no longer works with xibs in 3.1.2

Does anyone else have a problem with xib files in IB after
updating to 3.1.2 (from 3.1)? The dialog says (and I quote) "the
document "SimpleViewViewController.xib" could not be opened.
Interface Builder cannot open files of this type." when I double-
click on the above file in the Finder.
What?!? Why would Apple let something so obviously wrong out the
door? I would think they use the .xib file format themselves in their
own projects - that error should have stopped (their development
projects) cold.
The "iPhone" projects also disappeared, even though 3.1 had them.
What gives? While I can (temporarily) deal with not doing iPhone
stuff (I'm doing stuff in Java right now), the loss of .xib files is
killer for regular OS X stuff.
