Do you mean a toolbar?
When I search on Interface Builder Navigation Bar, I come up with the following link for Mac OS X Interface Objects:
which you should be able to navigate to, possibly with some fiddling, by this trail:
Hm, there's no "Navigation Bar" for OS X, are you talking about the iPhone?
If so, you can see this:
Same path:
but where it says "Nib Objects" in the path, you'll actually be selecting "iPhone OS Interface Objects".
