Well, I sort of figured out how to fix the fact that I was not getting macro expansion in my files. It turns out that those files need to be in MacRoman - even though the project seems to think they are in UTF-8. That, at least, is the situation for the built-in template projects, so I just copied what they do. Now I'm getting macro expansion...
Just one more lovely example of how things that should take 5 seconds in Xcode take 8 hours... m.
