It's probably being installed into a different directory, especially if
you're doing the install on your build machine. I'm guessing it's
getting put in the build directory.
Look in the file /var/log/installer.log, and search for "Diverting".
The system keeps track of where applications were moved by users, and
will install an application to the last known directory even if
'relocate' is turned off in the PackageMaker project. It's possible to
get around this by manually editing some of the generated files, but
it's a real pain.
There have been extensive discussions about this on the installer
mailing list. Nobody has proposed a simple solution yet.
