You can't, not without going into low-level settings as Jack describes.

Or you can just do what I do and use separate Debug and Release
targets and ignore configurations completely. That helps to simplify
my life a little, at least. I can specify separate Debug and Release
libraries from third-party components in the GUI, and I can do things
like make aggregate targets to build both Debug and Release. I still
don't really see the benefits of using configurations.
