Doing a

locate WebServicesCore.framework

at the command line, I find that WebServicesCore is part of CoreServices.framework. Double-click your target, select the General tab, and add CoreServices to the included frameworks.

Typing WebServicesCore into the full-text search of the documentation window also turns up a reference page that points to CoreServices.
