Apple has a Federal Systems Group. They might even be investigating, already, what it would to make it possible for agencies to use the iPhone for some of their apps. You could check with Apple support (however that works for you) and ask them specifically about this.


Or, try asking the question in the iPhone Dev Forums and not a generic Xcode mailing list.
