Copy Headers build phase broken in 3.1.2?

I created a Framework project in 3.1.2. It came with a Copy Headers build phase. It seems to automatically add any .h file I create in my project to it. However, these header files never end up in the built framework. Double-clicking on it opens an inspector with only a "Comments" tab.

Reading the Xcode docs about File Copy build phases leaves me confused. It references "Copy Headers" as an example. However, there doesn't appear to be a straightforward way to create a Copy Headers build phase from nothing. None of the pre-supplied destinations is appropriate, and the docs don't indicate that you can use any of the Xcode pre-defined symbols when building up the subpath.

I'm downloading the latest 3.0b5 to try it, but I figure the behavior is unchanged. What's going on?
