Another thing to check is if there are messages being logged to the
console log.
Do you have any color picker plugins installed? Maybe one of them is
failing to load or throwing an exception, and preventing the color
picker from coming up. I think they would be in /Library/ColorPickers
or ~/Library/ColorPickers.
