I want to create a an .app bundle that just loads a local html file and use package maker to install it.

The part I'm not sure about how to do is the first part. Is it possible to use XCode (2.5) to create a bundle that just loads an html file that is inside the bundle (using the default browser). What is the easiest way to do this?
