The part I'm not sure about how to do is the first part. Is it possible to use XCode (2.5) to create a bundle that just loads an html file that is inside the bundle (using the default browser). What is the easiest way to do this?

The easiest way would be to just use a .html file :) Double-clicking it will do exactly what you want.
If you need images, consider using a Safari .webarchive file.
I think it's a bad idea to have special-purpose apps whose only purpose is to display a fixed document.
