I can confirm I just downloaded and installed it.
It's possible as often happens on the day of a new release that
everyone is hitting the server at the same time. I believe here
(Singapore) we're behind some caching proxies so that may mask the
issue.
I'm just waiting on all the doc updates so I can go find the release
notes for 3.1.2 and 3.2.1 (and yes those rev numbers are really
annoying!!)
