No, it can't be that, because I wasn't able to download the previous
SDK either. The old download also got to 1.1 KB and then stopped for
good. And I'm not behind a caching proxy. developer.apple.com is the
only site I'm aware of where this happens; it does not happen on connect.apple.com
or anywhere else.
