Struts on Xcode

What do I choose to create a Struts application under xcode?  I have the blank .war file from Apache Struts website.  How do I get that into xcode if that is the best way?  When I start xcode there is no choice to make a java web application so I'm wondering if xcode can even be used.  Does it even have tomcat server installed?
