What do I choose to create a Struts application under xcode? I have the blank .war file from Apache Struts website. How do I get that into xcode if that is the best way? When I start xcode there is no choice to make a java web application so I'm wondering if xcode can even be used. Does it even have tomcat server installed?

Xcode is not really intended to be an IDE for Java development. You might want to check out Eclipse or IntelliJ IDEA.
