Hi Chris,
I installed Xcode 3.1.3 and now used the command
/Developer/usr/bin/Rez -F /Developer/SDKs/MacOSX10.4u.sdk/System/Library/ Frameworks \ -arch ppc test.r -o test.rsrc
but still the compiled resource file is corrupt (it's 2MB in size). So it seems that this bug is not fixed.

This bug was fixed in Xcode 3.1.
