A search for those words in the Xcode doc window turns up a doc with that title as the 8th result. Are you sure you included the developer tools library in your search?
The online version of that doc is marked as part of the "Legacy Mac OS X Reference Library", so maybe it's outdated. I suspect the Apple doc team is already updating it, but I'd suggest submitting feedback that references to the document should link to something, if only a "legacy" page.

It doesn't show up when I search the Xcode docs window (with 3.2 developer tools library included).
But your link works, and there it is in Safari. Interesting that it's dated May 27, 2009. I knew I had seen it recently.
