I hope not, because a lot of deprecated APIs are still necessary (e.g. I need to read TextEdit data -- that's the original Mac Toolbox API, not the application -- or QuickDraw PICTs) to support old file formats.

I'm still a bit murky about what's Legacy even after Ronald's pretty good explanation.
