Nonetheless, it's not very useful to post here about major Xcode feature requests like this. For one thing, you're not the first one to request tabs. For another, Apple generally builds UIs the way they want them, not the way users tell them they want them. I assume the Xcode team prefers pop-ups to tabs, so the pop-ups will remain.
However, you can turn on the little known Favorites Bar in the View menu, which works like the one in Safari. Drag files into it to add them, click to switch to one. Very useful, and feels a lot like tabs.
You could also look at TextMate, a popular very powerful editor (not full IDE) with tabs.
