OK, thanks very much. This all seems to reduce to
the fact that you can sign an xar file and nothing else. It's a
shame. I would like to sign my installer but it's not worth creating
two separate downloads, one for Tiger and one for Leopard / Snow Leopard, just
for that. Apart from the extra work (and opportunity for something to go
wrong), I like to keep my download page as simple as possible. I also have
(direct) external links for downloads. Doubling up on all of those is not
an attractive option.
I wonder if Apple / Apple developers will move away
from DMGs, now that it is possible to put everything in one file. I
assume Safari recognises (and opens) a flat package
when it downloads one.

is possible with the xar command tool provided with
the OS.
The
man page does not list this feature.
But the option to do it is --sign as
can be seen in the source code: http://www.opensource.apple.com/source/xar/xar-36/xarsig/xar-sig.c

No, you can't
sign a bundle metapackage. A flat distribution is like a
distribution
but with everything (the distribution script, resources
and packages)
inside the same xar file. It will only work on Mac OS X
10.5 or
later.
