Historically, the Xcode (and Project Builder) developer tools have typically been supported only on the major version of Mac OS X they shipped with. There has been exceptions to this general rule, but with regards to Xcode 3.1.x it's pretty clear that it's only officially qualified for use on Mac OS X 10.5.x.
