I don't see it either at <https://developer.apple.com/iphone/index.action#downloads>.  Even after signing to the iPhone Dev Center, all I see in the Downloads section is iOS SDK 4.0.1 and iAd JS 1.1.1.

Maybe I should reset parameter RAM or clean the desktop database...
