Thanks for all the help. Based on what you said, I figured it out.
I can confirm that all the panels (i.e.: Fonts, Colors, Print, Special Characters, etc.) in the app are now shown in Brazilian Portuguese, even if Language & Text preferences are set in another way.
I am not sure if this is a hack, but it works. I agree with Apple that developers should make their app's with i18n and l10n in mind but, for in-house projects, I think it's valid to drop this feature. You can always make the resources localizable later.
