Your question is unrelated to Xcode. It would be better to post to the pro-apps-dev mailing list since that's where the FCP folks hang out.

The quick answer to your question is that you can send XML data to FCP via AppleEvents, but I don't remember if you can specify a file or if you have to send it as either NSData or archived. There is documentation available somewhere on Apple's developer website that would give you a definitive answer.
