You can just enable screen sharing on that Mac "server", and Windows clients will be able to access it using VNC client (if one doesn't work, try another one - some work, some not).
However, two simultaneous users would get same desktop on Mac. There is no possibility to have different desktop users on Mac OSX logged in at the same time. At least not with original system software.
There is however thing called 'iRAPP Terminal Server' for OSX that claims to do exactly what you need, however I have no idea how could it possibly work. It seems that they have trial version, so I'll be checking it out too.
