Bill,
That's very strange. My docsets are in /Developer/Documentation/Docsets, while /Library/Developer/Shared/Documentation/DocSets is empty.
Do you have multiple Xcode installs on your machine, or an install in a non-default location? Maybe you should uninstall and reinstall.
