I discovered the most convenient solution which avoids having to explicitly create a workspace.
- open the file in Xcode 4 (double click it or drop it onto Xcode)
- click the toolbar collapse/expand button in the upper right hand corner of the window to expand the toolbar
- click the left "view" button to show the "project navigator"
- optionally click the toolbar collapse/expand button in the upper right hand corner of the window to collapse the toolbar if you don't want it
- drop additional files on the project navigator
- double click those files to open them in new tabs (also the jump bar shows all the files in the project navigator)
