You should search the list archives as this has been discussed quite a bit in the last few months.
Becoming a paid Mac OS X developer won't change the tools you have access to since you're already a paid iOS developer.
Short answer is you can install Xcode 3.2.6 and 4.0.x on the same machine (if you have the disk space available) and you need to use Xcode 3 to build for PPC. Just as you can set the deployment target on iOS to a lower version than the SDK, you can on the Mac also. So in practice, you can target Intel 10.5 using Xcode 4.0.2 as long as you're careful about not using 10.6-only APIs.
